The emergency flasher is in the back side of fuse panel right directly behind the turn signal flasher. Remove the emergency flasher and install it in place of the turn signal flasher and see if this corrects the problem and if so get a new flasher. If this does not correct it problem will most likely be the multi-function switch. Here are the wires. Per the FSM, the Left signal sense wire is LB/WT and the Right is LB/YL. With the running lights ON AND OFF, I measured: -11v on both with no signal on. -Right arrow on: -LB/WT fluctuated and LB/YL was 0v. -Left arrow on: -LB/YL fluctuated and LB/WT was 0v. So the stalk seems to be working fine. 1999 Grand Cherokee. Left turn signal does not work at all. All of the 4 ways work except the left rear. Turn key to ON, everything works. Crank ignition with Light Switch to A, ON, Running Lights, Tail Lamp on Drivers side FAILURE. No tail light, no brake light, no turn signal. Turn Light Switch OFF, eventually brake FYI, it is full LED like the mirror signal, so if it isn't working, it's likely going to take some money and time to fix. If the message was wrong, and it still works, check the brake lights. FYI, for decades on most vehicles, turn signals blink fast when a bulb is burned out.
