Yeah I spent 20 min looking for the last enemy. Go inside the plant and open the map, if the only mission marker available in "local map" (clear the exterior), go outside and loot at the mission marker, it will lead you to the last few enemies, just go right on top of the mission marker. I found the last enemy on the roof of the plant.
Mackenzie in the Nuka Town, USA Market can give you the Open Season quest. She outright suggests you take care of the raiders enslaving them. Head to the market in Nuka Town, USA where you will find shopkeepers in self-destructing collars meant to control them. They're all enslaved, forced to work for the raiders.
